WASHINGTON–The NCUA board will now return to its full complement of three members.
The full Senate has voted to confirm Rodney Hood and Todd Harper to serve on the board. It will mark the first time the board has had three members since former chairman Debbie Matz exited in April 2016.
The confirmation of Hood and Harper also brings to an end the term of NCUA Board Member Rick Metsger, who also served a term as chairman. The Metsger seat is being filled by Hood and will expire in August 2023. Harper, the Democratic appointee, will fill Matz’s seat with a term that expires in April 2021.
The two men will join Chairman J. Mark McWatters on the board. Both of the new board members have strong ties to NCUA, with Hood, the Republican nominee, having previously served on the NCUA board from 2005-2010. Harper served as director of Public and Congressional Affairs and as chief policy advisor to the chairman from 2011 to 2017.

NCUA Board Chairman J. Mark McWatters welcomed Harper and Hood.
“I congratulate Rodney Hood and Todd Harper, and I look forward to working with both of them in a collegial, bipartisan manner,” McWatters said. “In that same spirit, I would like to thank Board Member Rick Metsger for his more than five years of service to the agency and for creating a true collaborative partnership that benefited the agency and the credit union community.”
“CUNA, leagues and credit unions congratulate Rodney Hood and Todd Harper for their confirmation as NCUA board members,” said CUNA CEO Jim Nussle in a statement. “We look forward to working with a full, three-person NCUA board on the issues most important to credit unions and their members. Both have impressive experience when it comes to working with not-for-profit financial cooperatives, and we’re hopeful the new board will continue NCUA’s modernization efforts to ensure it remains an efficient, effective regulator.”
Added NAFCU CEO Dan Berger, “NAFCU congratulates Rodney Hood and Todd Harper on being confirmed to the NCUA board. Both possess a strong understanding of the industry, and with Chairman Mark McWatters, we are confident the board will continue to be a strong, independent regulator for credit unions."
